Why is it "était DE" here? Why is the "DE" used ?

C'est quoi la différence entre "les moments que" et "les moments où" ?
"Par an" et "par année" ?

Would you use "et" for numbers over 100 (e.g. 101, 201, 1001, etc.)?

Cent un, or cent et un, or cent-et-un?

The lesson on professions and pronouns says that when an adjective is used a pronoun is needed.

So would :  "Catherine, une ancienne prof de philo"

be acceptable

That would literally translate to “chose a service punctual or regular.” Why isn’t instead “ponctuel et régulier?”

Why is it not "....qu'elle s'agit....." as both the sculpture (which we know is a woman and is specific) is feminine and/or Catherine is feminine? 

Also is the use of the conditional perfect, because this is a legend and therefore there is some doubt as to whether it actually happened?

I was wondering would these two sentences I made up be correct? I'm trying to understand the difference between the 12hr and 24hr.

Je me couche à vingt-deux heures 

I go to bed at 10pm

Je me révielle à neuf heures 

I wake up at 9am
