The stress pronoun is used for extra emphasis and is quite common in French.

Martin, I am not getting the connection between your question and the dictation exercise linked. I don't hear 's'il vous plaît ?' used in the audio. It 'makes' a question polite - and a question may be explicit, or implicit in the situation (would you/could you/tell me/pass me .... or just "s'il vous plaît ?" when it is obvious to the listener what is being requested), or as interjections of various meanings, so context is important: https://www.wordreference.com/fren/s'il%20vous%20plaît
