Hi Kay,
we were supposed to arrive = nous devions arriver
and the imparfait is correct.
Take a look at the following Kwiziq lesson on how to use 'devoir à l'imparfait' :
When to use "devoir" in L'Imparfait or Le Passé Composé
we should arrive = nous devrions arriver

Not quite sure just what it is that you are asking, but devions will be imparfait and devrions conditionnel.
