Hi Sean, 

The word 'regorgeant' here is a present participle and not an adjective

You could replace the word with 'qui regorge de ', which means overflowing with ...

If you change to 'offrant' 

'...la carte offrant des plats...'

I think it becomes clearer.

I think because it’s a gerund, not an adjective.

I don't have access to this exercise, so perhaps I'm missing the context, but I wonder about this. Is it really correct not to make the agreement? Is there a subordinate clause or is this just acting as an adjective which should agree, as in the example "regorgeante de police" given below?
