It is an idiom :

Être / Se mettre sur son trente et un To be/To get dressed up to the nines 

I like this translation as it uses numbers too!

I interpreted it as referring to the date (31 December)? Can it also mean she’s looking forward to it being 31 December, as well as this dressing up idiom ? (which I hadn’t know of before so thank you)
