If I have understood your question correctly, it depends on who you are talking to which is not clear in English.

You could say -

Appelez-les !

if you were talking to several people or a person you would address with the 'vous' form.

Apart from the point of transitive or intransitive (via preposition) usage  --  ie. appeler v parler

If we take each corresponding l'impératif mood, the second person plural would be appelez v parlez.

Your query asks "why not appellez-les" ?   I don't see why appelez-les would not be acceptable?

The two verbal phrases are: pareler à qqn and appeler qqn. From this it's clear that parler takes an indirect object while appeler takes a direct object. The corresponding pronouns are leur and les.

At least I think that's what you're asking, right?
