In the following sentence why is J'habite not immediately followed by à? 

"J'habite 11 rue des Fleurs, à La Courneuve."

Is this the way of writing while giving the complete address?

Bonjour Tripti,

Here are examples of how to use ‘habiter’:

J’habite 5 rue des Lilas = I live at 5 rue des Lilas

J’habite rue Le Pasteur I live on rue Le Pasteur

J’habite à Paris = I live in Paris   (see link here: j'habite-a-city)

J'habite en ville = I live in town

With roads (and street addresses), this is the usual way. You can also use dans as a preposition.
