Why does "ça veut dire" translate to "it means"?
This question relates to:French lesson "Conjugate aller - je/tu/vous forms - in the present tense in French (Le Présent)"

Literally it means 'this wants to say' which is to 'mean' in French, so it uses the verb 'vouloir' in the present tense in the 3rd person singular. 'ça' is a contraction of cela.
