When saying "Vous habitez où?" Why isn't it pronounced as "abitezù" instead of "abite ù"

Hi Lauren,
You wouldn't 'liaise' the -z with où and the only cases I can think of when you would liaise are -
Imperative affirmatives with pronouns en & y
Trouvez-en une !-------> Trouvez (z) en une = Find one of them!
Prenez-en plein !-------> Prenez (z) en plein = Take lots!
Allez-y !-----> Allez (z) y = go ahead!
In the case of a word like 'assez' you would not normally liaise either
C'est assez // intéressant = This is quite interesting
C'est assez // instinctif = It's quite instinctive
