Bonjour, est-ce qu'on dirait:

Elle est à New York. (pour la ville)

Elle est en New York. (pour l'état)

Hi Liz,

Elle est à New York ( ville)

and as New York State is,

L'État de New York

you would have to say:

Elle est dans l'État de New York
