How can I use ni...ni to make this sentence negative: 'L'eleve a compris et a appris'?

Does it become 'l'eleve n'a ni compris ni appris'?

L’élève n’a ni compris, ni appris.

Yes, you assume correctly. I've also heard it said it like this: l'élève n'a pas compris ni appris.
