Bonjour Stephen,
Mohinder is correct: the question isn't asking about a specific quantity. "En" cannot be in the sentence along with tous as when "en" is used that way, it is associated with a specific number.
J'en ai quatre. = I have four of them.
J'en ai dix. = I have ten of them.
Je les ai tous. = I have all of them.
