Ian,
the expression is noted in the vocabulary list as "tout [individu] (= chaque)". Perhaps it would be better to indicate ‘= chaque (individu), but it indicates that the expressions are synonymous.
The use of ‘tout (individu)’ is another colloquial way of emphasising ‘each and every (one)’.
