I've noticed sometimes long adjectives are placed before the noun. Is there a rule that covers this?

In this case, it just sounds better to a French ear, there are lots of latent rules due to euphony.
If you actually say both sentences out loud you will I think, know what I mean...
Further searching produced a couple of references to "emphatic" or "superlative" adjectives tending to go before nouns but I couldn't find any in depth explanations.
