C'est un village en France

C'est un petit village de France. Can someone please tell me why "de" is needed in the 2nd sentence (instead of en)?

C'est un petit village de France. -- It is a small town of France.
C'est un petit village en France. -- It is a small town in France.

A you can see, both options express the same meaning but in two different ways.
