The point to highlight here is "la résolution (noun feminine)."
If you imagine that you are talking to your friend about your respective resolutions.
So we have "la mienne" --> my resolution: where we have the possessive pronoun mienne (mine) after the definite article la (representing résolution) in the sense "the (resolution) of mine is to speak English."

The gender of the possessive pronoun depends on the gender of the possession, not the owner. Since "résolution" is female, so must the pronoun be. Note that it also says "Sa bonne résolution", even though there is also no indication that the other person is female.
