In the 90s, several rap groups released songs that included the repeated refrain "Whoop/Whoot there it is!" This would often be played during sporting events, especially basketball, as a way to celebrate scoring a goal. Is the French "ça y est" similarly celebratory? Is it ever associated with scoring a goal at a sporting event?

Bonjour Jennifer,
"Ça y est" is not really used to specifically celebrate a goal / sporting event in French. I guess you can hear French commentators say something such as below (following on reaching a decisive step in a competition for example):
Ça y est ! [nom] a réussi. Il / Elle a atteint / va participer à la finale. = That's it! [name] has done it. He/ she has reached / is going to take part in the final.
