The film was released in 2002 = Le film est sorti en 2002. Classic passé composé. But I'm trying to understand the usage of plus que parfait. What does it mean if you say "Le film était sorti en 2002?"' Is that the film had been released?

Your translation is correct.

The plus-que-parfait is used to express that something occurred before something else.  Something "Had" occurred before something else "has" occurred. For example:

"I had eaten dinner (plus-que-parfait) before I studied (PC)"

"J'avais mangé avant d'avoir étudié"
