One quiz has the mini-dialogue: "Tu as les billets ?" - "Oui, je les ai tous"
Could the answer also have been "Oui, j'en ai tous" ?

Bonjour Joakim !
You will use "en" to replace groups introduced by "de" or a partitive article such as "du, de la, d', des", but NOT with definite articles (le, la, les, l' ).
"Tu les as ?" (Do you have them?)
"Tu en as ?" (Do you have some?)
