I can’t figure out when to make cent plural when writing dates. I see it is plural in 1900 but not in most other dates.

Hello Johanna,
The rule with 'cent' and it is the same for 'vingt' is that you only multiply it when there is no number after it.
So for instance -
Quatre cents euros = 400 euros
But
Quatre cent cinquante euros = 450 euros
As far as dates are concerned this is why :
Mille neuf cents = 1900
Mille neuf cent trente = 1930
