When you want to say "or not" you can use either ou pas or ou non. The latter sounds a bit more literary.

Just to add to what Chris said.
Both are used -
D'accord (oui) ou non ? = Agree or not?
D'accord ou pas (d'accord) ? = Agree or disagree?
Comes to the same thing in the end.
