C'est vs Il/Elle

Question

"because it is tiny and typical."In this statement, the correct answer is to use c'est instead of il/elle. Why is that?

In fact both 'c'est' and 'il est' (referring to the village of Porto which is masculine) are accepted.
If this is not the case please let us know.
The only wrong answer in that sentence would be 'elle est' as we no longer talk about 'la Corse' but 'le village de Porto'.
