Why is it "en Dordogne" rather than " à Dordogne"? I have bee learning " en," for countries and "à" for cities/towns. Is that not how it is?

Bonjour Kerry ! Actually, "la Dordogne" is a French region, therefore it takes "en", as explained in the following lesson: En/Dans = in/to + regions/states/counties (French Prepositions) Thanks to you, I've now added the missing hint to that question. Merci et à bientôt !
