Yes, that's perfectly ok. You can say, C'est bien. It means something slightly different from C'est bon.
When you refer to something functioning well, you use the adverb bien: Ta télé est bien. Using bon in this context sounds off because it would imply some kind of innate "goodness" to the TV. Almost like it had a character.

C'est bon ? = Is it nice/good/okay? 
Je suis bon au football = I am good at football

La télé fonctionne bien = The TV works fine
Tout est bien qui finit bien = All is well that ends well
Ces chaussures sont bien = These shoes are fine
