Maarten is correct and the link he shared is very good too! Here "quoi" is a sort of filler that French people tend to use at the end of a sentence, meaning "you know?" or "basically".

Pure speculation on my part.
In these times (1940,s) it would not be unusual to make a statement (perhaps contentious) and then having made the "remark / statement" to seek approval by adding "What?"
Imagine an officers' mess drinks session. They are discussing the antics of a fellow officer who is a bit of a cad with (say) his exploits with the ladies. "That fellow Jones is a bit of a cad, what?"
This terminology is not so common these days, but certainly may have been heard in the officer ranks within (say) a bit of banter 70 odd years ago.
This is my best guess -- hope it may help.
