Bonjour Wess,
If you go the lesson on "Double pronouns in French ", it explains why: "The order is not the same when using lui/leur as it is for me/te/nous/vous. The order is ALWAYS: me/te/nous/vous (before) le/la/les/l' (before) lui/leur."
Je la lui donne. = I give it to him.
Je vous la donne. = I give it to you.

“Il le nous a refusé ” is wrong. It is supposed to be “il nous l’a refusé”
