Using là refers to a specific place ("there" or "here", depending on context), whereas y only refers back to a previously mentioned place. In the exercise, there is no specific place mentioned so y is not an option in this case.

I have exactly the same question: I also put "J'y serai..." and wondered why it was wrong.
