"elle y disposait" . Why is this phrase in the imparfait when the action it is referring to was "une fois"?

"une fois que ..." means "once that ...", and here it is referring to each time that she made the tarts, i.e. it is habitual, so it can be translated as  "once she had spread the pastry, she used to carefully arrange the fruit on it".
