Je suis confus.  pourquoi est-ce "la capitale de la France mais "le royaume de France.

True, that can be difficult to understand. The article is commonly omitted in titles, formal names, and historical contexts. It is, e.g., le roi de France and, consequently, le royaume de France. In less "royal" contexts, the article is retained, hence it is la capitale de la France.
