In the translation of 'it's not sufficient' why is 'cela' preferred over 'ce' in the phrase 'cela n'est pas suffisant' ?

Bonjour Tom,
It is preferred simply because it is the most "eloquent" answer. The other options are as good and as commonly used as 'cela', being in written or spoken French.
