‘qui’ never contracts (elides), on its own or as part of ‘ ce qui ‘. 

From the lesson you have linked

“ Note that ce qui never becomes ce qu' in front of a vowel or a mute h. “

and from the lesson linked below :

“ ATTENTION:

Qui never becomes qu' in front of a vowel or mute h: only the letter e can be omitted for pronunciation in this case! “
