Without being specific, would one say “j’ai une chienne” or “j’ai un chien” when the dog in question is female?
Not sure what you mean by 'without being specific' - but if you have a female dog you would be specific and say "J'ai une chienne".

why did “souris” use with “la” ??

I am afraid that the word souris is feminine.
The rule you mention is a rule of thumb and in any case, there are always exceptions to any grammatical rules you will learn.

If i remember correctly there are exceptions to these rules like words ending with s,x, and something else that I don't remember maybe e since that is already feminine

L' oiseau is masculine as a noun, we don't have a specific feminine term for a female bird, you would have to add the word 'femelle'
