Alternative phrasing?

The following example is given above:

Voici la date à partir de laquelle la loi prend effet.

Would the following give essentially the same meaning?

Voici la date auquelle la loi prend effet.

This question relates to:French lesson "Duquel/de laquelle/desquels/desquelles with prepositional phrases with "de" (French Relative Pronouns)"

Both statement don't mean exactly the same:

Voici la date à partir de laquelle la loi prend effet. = Here's the date when [lit: from which] the law comes into effect.

Voici la date à laquelle la loi prend effet. = Here's the date [lit: at which] the law comes into effect.
